Ready for a Nuclear Event?

Revisiting a very practical and handy Rand Corporation book, "Individual Preparedness and Response to Chemical, Radiological, Nuclear, and Biological Terrorist Attacks," we can be reminded of some of the basic how-to’s involved with nuclear readiness.
"A nuclear detonation has several immediate effects: a
powerful blast that knocks over buildings, high-energy prompt radiation from
the nuclear reaction, a strong flash of light and heat, and an electromagnetic
pulse that may interfere with electronic equipment. The distance those effects
are felt from the detonation depends on the size of the weapon and how high
above the ground the detonation occurs. In the Cold War, attacks were expected
to have involved many strikes with very large weapons (hundreds of kilotons).
While it is not possible to predict the characteristics of future terrorist
attacks, they are probably more likely to use a single smaller weapon that
ranges from less than a kiloton to 10 kilotons and are likely to detonate the
nuclear device on the ground, not in the air. A ground burst will have reduced
blast effects but will produce a larger footprint on the ground of the highly
radioactive fallout cloud, extending possibly tens of miles. This fallout could
be lethal to those in its path who are not well protected. Nuclear attacks will
also significantly damage infrastructure, not only to buildings but also to
utilities, electronics, and other services.

Attack

"Timelines.
The prompt effects of nuclear weapons are essentially instantaneous—they last
for a minute or less. The fires caused by the heat from the detonation start
soon after but are not likely to become a broad fire for 20 minutes or more.
Radioactive particles from the fallout cloud begin to fall to the ground 10–15
minutes after the detonation near the spot of the detonation. Farther away, the
radioactive fallout begins to land soon after the cloud passes overhead. After
about 24 hours, all the fallout is deposited. The radioactivity in the fallout
is extremely high early on. However, after two days, it will have decreased in
intensity significantly (by a factor of 100 compared to one hour after the
blast).
"Detection.
A nuclear detonation will be unmistakable from the moment it occurs. The bright
flash, the widespread physical destruction, the searing heat, and the mushroom
cloud are unique. During the Cold War, the attack would have been detected as
satellites tracked missiles on their 30-minute journey to the United States
from Russia, which would have given individuals a chance to get to a fallout
shelter. Terrorists are much more likely to deliver the weapon surreptitiously,
perhaps by a truck or ship, rather than by missile. Hence, there would be
little chance for early detection and warning.
"Support from
Officials/Governments. Government officials would be unlikely to provide
support until well after the detonation. Initial activities would include
providing medical care to survivors, rescuing people from areas that are safe
enough to enter briefly, and informing individuals when the fallout radiation
was low enough that individuals could leave their shelters and the contaminated
fallout area."
Response Strategy
"In a surprise attack, an individual cannot avoid the
initial effects of a nuclear detonation—blast, heat, and prompt radiation.
However, the dangers from exposure to the radioactive fallout from the cloud
that will form shortly thereafter can be reduced significantly. This will
require that an individual locate the area of this radioactive cloud and act
quickly. The individual’s overarching goal would be to avoid fallout by either
quickly evacuating the fallout zone or seeking the best available shelter.
Recommended Actions
"1. Move out of the path of the radioactive fallout
cloud as quickly as possible (less than 10 minutes when in immediate blast
zone) and then find medical care immediately.
"Individuals can best protect themselves by evacuating
the area where the radioactive fallout is likely to land. This is the case
because evacuation provides protection that is full and indefinite and is
appropriate for wherever the attack occurs and for different variations in an
attack. It makes possible access to medical care, which will be critical to
individuals in the blast zone who may have absorbed a high dose of prompt
radiation from the detonation or sustained injuries from the blast and heat. It
is also low in cost and requires little preparation. The fallout zone is
defined as that area in which the fallout will generate 100 rad over 24 hours.
"Evacuation affords such protection because the onset
of the radioactive fallout is not immediate but is expected to begin 10–15
minutes after the detonation in the vicinity of the blast and extend for hours
as the radioactive cloud moves downwind. Thus, a shortcoming of evacuation in
attacks involving chemical or radiological weapons—that it cannot be done
quickly enough to provide adequate protection—does not hold in this case.
"Evacuation also protects against the hazard of large
fires that may emerge in the blast zone within 20 minutes or so after the
detonation and could endanger individuals in shelters.
"The distances an individual must travel to evacuate
the fallout zone are not large. Even for a 10-kiloton weapon, a person located
anywhere in the region between the blast site and up to about 10 kilometers (6
miles) downwind of the blast site would need to travel less than 2 kilometers
(1.2 miles) to evacuate the most dangerous fallout area. Even where the
radioactive cloud is at its widest, some 20 to 50 kilometers (10 to 30 miles)
downwind, an individual would only need to travel at most about 5 kilometers (3
miles). In this latter case, more than 10 minutes would be available for
evacuation because it would take some time for the cloud to reach that
distance. Because roads are likely to be impassable for automobiles in many
areas because of damage, debris, or traffic, individuals should evacuate on
foot.
"The primary considerations for this action are knowing
whether one is in an area that may become contaminated by radioactive fallout
and, if so, knowing which direction to take. Fallout is likely to cover a
portion of the blast zone. Thus, anyone in the blast zone, which will be
characterized by severe damage and broken windows even at its outer periphery,
is in danger of contamination from radioactive fallout. The fallout zone will
extend some 20– 80 kilometers (10–50 miles) downwind, depending on the weapon’s
size and the local winds. The downwind fallout zone will be less clearly
delineated than the blast zone, but its approximate location can be determined
by observing the mushroom cloud and the direction in which the wind seems to be
blowing.
"To evacuate from the blast zone, individuals should
move directly away from the blast center until they are clear. The location of
the center will be apparent from the initial bright flash and subsequent vertical
rise of a mushroom cloud. If the location of the detonation cannot be
determined quickly, individuals should walk in the direction of less damage,
where more buildings are standing and where there are fewer broken windows.
"Individuals outside the blast zone who are in the
radioactive cloud path (including those who evacuated in a downwind direction
from the blast zone) should move in a cross-wind direction until out from
underneath the path of the developing radioactive cloud. To determine the wind direction,
individuals should look for the direction that the mushroom cloud or smoke from
fires is going and go perpendicular to it. If they can feel the wind, they
should walk with the wind in their ears.
"Although individuals may not feel any symptoms, those
in the blast zone may have absorbed a high dose of prompt radiation from the
detonation. Thus, we highly recommend that such individuals receive immediate
medical care once outside the fallout area because such care could be essential
for survival.
"2. If it is not possible to move out of the path of
the radioactive fallout cloud, take shelter as far underground as possible or
if underground shelter is not available, seek shelter in upper floors of a
multistory building.
If evacuation is impossible, shelter is essential for anyone
remaining in the path of the radioactive fallout cloud. Radiation from local
fallout can be intense, delivering a lethal dose to an unprotected person in an
area up to 8 kilometers (5 miles) downwind of the detonation within an hour,
depending on the size of the weapon. To protect against this radiation,
individuals should get as much solid material (dirt, concrete, or masonry) and
space as possible between themselves and the fallout, which collects on the
ground and roofs of buildings. The best shelter is well below ground level, in
the sub-basement of a building, a subway tunnel, or the lowest level of an
underground garage. These shelters can reduce exposure levels by factors of
1,000 or higher.
"If an individual cannot get to an underground shelter
within the timelines of the arrival of the radioactive fallout, the next best
shelter would be in the upper floors of a multistory building (greater than 10
stories) but at least three stories below the roof to avoid the fallout
deposited there. Protection is best as far as possible from the outside walls.
Such a shelter can provide protection factors of 100 or higher, but it could be
significantly less if the windows or structures have been damaged.
"Ordinary house basements provide inadequate protection
in areas of intense radioactive fallout because they provide protection factors
of only 10–20. However, at distances greater than about 25 kilometers (15
miles) from the detonation, where the levels of radiation will be much less,
they could be sufficient. Nevertheless, because it could be difficult to know
where you are in relation to the detonation and because the yield of the weapon
is not known, the more shelter the better. In all cases, once inside the
shelter, shut off all air circulation systems and close off doorways and
windows. The room should not be sealed completely, because enough air will be
needed to breathe for at least 48 hours. Individuals should remain in the
shelter and await guidance from officials about when it is safe to leave, which
could take 24 to 48 hours. Individuals should attempt to gain access to their
emergency supply kit for use while in the shelter, but it is better to reach a
good shelter in time without the kit. The ideal shelter would be prestocked
with supplies to support occupants for two to three days.
"3. Find ways to cover skin, nose, and mouth, if it
does not impede either evacuating the fallout zone or taking shelter.
Although radioactive fallout will not begin to land in the
blast zone and surrounding areas for at least 10 minutes, some radioactive
particles and dust are likely to be present from the detonation. Therefore,
individuals should take the precautionary step of protecting themselves from
this radiation. Respiratory protection can be achieved by using particulate
filter masks or other expedient measures, such as covering the nose and mouth
with clothing or towels. (See the discussion in radiological attack section.)
It is important to note that, in contrast to a radiological bomb, the primary
hazard from radioactive fallout is radiation absorbed from outside the body.
Respiratory protection steps, therefore, will provide only limited protection.
As a result, we recommend that respiratory protection be retrieved and donned
but only if this causes no more than a few moments delay in evacuating the
fallout zone or finding shelter.
"The radiation in nuclear fallout consists primarily of
gamma emitters but also includes beta radiation. Protective clothing provides
no protection from gamma radiation, although it can provide significant
protection from beta radiation.
"We therefore recommend covering exposed skin but again
only if it does not impede evacuating or taking shelter. In this context, any
clothing that covers exposed skin and the head is considered protective
clothing. Thus, most fully dressed individuals would only need a hat or hood.
Protective clothing has the additional advantage of facilitating
decontamination by providing a layer that can be quickly removed to dispose of
any fallout material that may have accumulated on a person during evacuation or
prior to sheltering.
"4. Decontaminate as soon as possible once protected
from the fallout. Decontamination can provide protection for anyone who has
spent time in the area of the nuclear blast or the radioactive fallout zone by
eliminating exposure from radioactive particulates (dust) that have adhered to
the body. Decontamination should initially focus on removing outer clothing,
including shoes, and securing it in a bag or other container. Individuals
should minimize contact of radioactive material with skin and eyes by rinsing
exposed skin, removing contact lenses, and showering as soon as possible.
Contaminated clothing should be treated or disposed of in accordance with
official guidance. Decontamination should be undertaken as quickly as possible
but only after an individual is protected from exposure to fallout by
evacuation or sheltering.
"5. If outside the radioactive fallout area, still take
shelter to avoid any residual radiation. Because uncertainty exists about
exactly where the radioactive cloud will travel and where the fallout will
land, it is important for individuals outside the apparent fallout zone to take
shelter. House or building basements should provide sufficient
protection."

One note on RAND's recommendation to evacuate if at all
possible, rather than sheltering ...
If you have a well-built, well-stocked fallout shelter
within easy reach, I believe reaching that protection is preferable to
evacuation. Why? Because of the uncertainty of what awaits in areas where you
might flee to. In my view, it's far better to take the certain safety of your
shelter over the uncertain circumstances that await evacuees over the horizon.

Our Saferoom Gets BLASTED!

At long last, the new program debuts January 24 on The Weather Channel. It's called "Weather Proof."
The "abuse" is documented in two stages ...
1. Our builder anchored the saferoom to
the ground as it is

2. Then, a garage was built up around the saferoom. In an effort to simulate a worst-case scenario, a car was hurled into and through the front of the garage, into the side of the saferoom, igniting a natural-gas explosion and fire. Boom!

After all was said and done, the total damage to the saferoom, which is constructed the same as our shelters and saferooms--a few scorch marks on the outside of the shelter from the explosion and fire.

Killer Tornadoes Wreak Devastation in 4 States

Folks are free to play the odds and hope they aren't ever struck by the fury that is possible out there, but we have to encourage you to have in place a viable shelter that will withstand winds that otherwise threaten those who are unprepared.
Twisters Kill at Least 50 in Southern States
LAFAYETTE, Tenn. - Rescue crews, some with the help of the National Guard, went door-to-door looking for more victims a day after a cluster of tornadoes tore through the South, killing at least 50 people and injuring several hundred.
Residents in five states tried to salvage what they could Wednesday from homes reduced to piles of debris. Dozens of twisters were reported as storms swept through Kentucky, Tennessee, Mississippi, Arkansas and Alabama.
Seavia Dixon, whose home in Atkins, Ark., was shattered, stood in her yard, holding muddy baby pictures of her son, who is now a 20-year-old soldier in Iraq. Only a concrete slab was left.

Nuclear Preparedness--What Does that Mean?

The Current Terror Threat, Byte-Sized for Easy Consumption
1. Islamic nation Pakistan has nuclear weapons and ballistic missile technology. The moderate government there is in real danger today of falling to radical Muslim forces, including the Taliban and Al Qaeda.
2. Iran's ongoing bold pursuit of nuclear-weapons-producing capability has slipped to page 2, even while the Iranian momentum picks up speed. This should tell you something about the escalating overall danger civilization is facing at this moment in time.
3. It is obvious to most at this point that well-funded terror groups WILL get their hands on nuclear weapons in the near future. How to define "near future?" I hawked my crystal ball shortly after Y2K, so I don't have that answer for you.
Recent History & Political Reality
The world was fortunate that Mutually Assured Destruction (MAD) worked as well as it did as a nuclear deterrent through the Cold War years. Today, there is no such solution in reach.
So governments are increasingly going public with programs and appeals to their populations to be aware and to prepare for the day when the nuclear genie escapes once again. The urgency with which that is taking place is largely a measure of proximity to the Middle East or Western Asia. However, even in America, oceans away from the tinderbox, you should be able to detect the civil defense frame of mind re-emerging little by little.
We have to pray that it isn't too little too late.
Figure You Are On Your Own
It may be many years before American sentiment drives government officials to foot the immense bill required to shelter the population from nuclear fallout and/or equip the nation for realistic recovery efforts following a serious nuclear event. In fact, the rebirth of civil defense in the USA likely won't happen until AFTER a radioactive ground zero appears on the map.
So if you hear the rushing wind today, you have to know that you are responsible for taking protective measures for you and your own.
The good news, in a nutshell, nuclear preparedness is simple, as long as you have an understanding and respect for the risks present in nuclear fallout. (Forget surviving a nuclear blast--that may require a lot of luck--or a lot of determination if you prefer to simply move out to the boonies today, away from potential targets).
Your Basic Needs
What does it take to be ready for the post-nuclear America? We sell most everything you need at Safecastle, but I'm not going to go commercial here and provide a bunch of links. I'll just keep it simple to get your thought processes humming. You take it from there.
Note: There are a lot of educational resources out there on the web if you want to become fluent in nuclear survivability. If you are so inclined, that's great. It won't hurt you a bit, as long as you keep a balanced outlook on the world and retain the view that nukes may never fly after all in our lifetime ... Stay positive, while offsetting the possibility of the negative.
1. Shelter--You need to have a living space that is well-shielded from radioactivity that might fall outside. Figure radioactive particles will be on your roof, in your yard, and on anything that is exposed to the elements. The best achievable, cost-effective solution is to strive for at least 30 inches of earthen shielding between your living space and any sources of radioactive fallout.
For most, that means getting underground--in a prepositioned shelter, in an expedient shelter (if you have time to dig one), or in a full basement. Short of being able to depend on a well-buried shelter, you would be well-served to have on hand a supply of sandbags, a couple of shovels, and a source of easy-to-access fill. Those sandbags can be used to shore up your shielding in home, or basement, or even can be used as a key component in building an expedient basement shelter.
If you live or work in a high-rise building, it may be that your best shelter would be had in an interior room in the center of the building, well off the ground and well below the roof.
2. Basic gear--Nuclear targets are going to be strategic in their choosing for either population density, industrial/commercial/government capacity, or all of the above. If you are near ground zero, you will not have to give thought to what happens next. On the other hand, most people will need to deal with the aftermath and struggle with possible exposure to radioactive fallout. In assessing your risk, look upwind (wind directions are not always predictable, so in the preparatory stage, don't just look at where the wind most often comes from). Fallout could come from hundreds of miles away.
At least two things you need here:
a. a radio or other communications receiver so you can monitor what the authorities are advising in terms of fallout danger.
b. some type of radiation meter/detector/dosimeter so you can assess for yourself conditions in your immediate environment.
3. Life-sustaining supplies--Everything you and the other members in your household would need to hole up for at least two weeks. Think water, food, medication and medical supplies, light sources, heat sources if applicable, and entertainment (to keep some level of normality and optimistic outlook in place--especially for the youngsters).
You may not need to stay sheltered for the whole two weeks all day long, depending on the type and level of fallout in your vicinity, but two weeks is a common period most of us use as a benchmark.
4. Faith and courage--Lastly, I would strongly suggest that you are well-armed ... with some effective means of self-defense AND with a means for feeding your faith in heaven. Guns and Bibles ... sounds quaint or maybe downright primitive. But if you think about what it might actually be like, stuck in a shelter for any length of time ... you do not want your fears to get the best of you.
One final note in this simplistic nuclear survival primer ... I did not mention Potassium Iodide or Potassium Iodate here. Those chemical compounds ARE helpful in blocking radioiodine uptake by the thyroid gland, helping to prevent thyroid cancer years down the road. In reality, thyroid cancer is not an immediate concern and would be most helpful to children and young adults, should they survive near-term post-nuclear events. In other words, get some, but do not think of those chemicals as a magic bullet versus radioactivity. Heavy doses of radiation pose a wide range of physical threats to anyone who is unshielded and exposed for a period of time. There is no antidote for that near-term danger.
First and foremost, you need to find that physical shelter from radiation and fallout. Survive that first, then think about cancer risks 10-20 years down the road.

Olmert's New NBC Bunker

I guess the nay-sayers would prefer their leaders stand front and center on the firing lines if and when things start to erupt over there hot and heavy. Something about being motivated for peace.
Well, I for one think it is good, common-sense logic that bunkers and saferooms are so prevalent in the Holy Land. And yes, of course, Israeli leaders need to be afforded the best protection possible.

'Nuclear bunker being built for Olmert'

Prime Minister Ehud Olmert's office issued a statement Thursday strongly denying a report that Olmert's residence was being outfitted with a bunker that can withstand a nuclear or chemical attack.
The PMO called the Yediot Ahronot report "unfounded and misleading." The statement said workers were merely adding a "safe room," a room with thick concrete walls and metal-shuttered windows that is a feature of many Israeli buildings. Israeli construction codes require such rooms to protect residents in case of rocket attacks.
"No atomic bunker is being constructed at the prime minister's official residence, or a bunker equipped with special filters or any special equipment," the statement said.
Yediot Ahronot had claimed that workers at Olmert's official Jerusalem residence were thickening walls, digging, and installing air purification equipment capable of countering chemical agents.

The helplessness of the United States is increasingly obvious. In the long run the Americans cannot prevent the spread of nuclear technology. President Bush points to Iran and warns the world. But notice how helpless President Bush has become in recent months. Notice the paralysis in Washington. The American businessman will not support Bush’s policy. The Shopping Mall Regime believes in peace and economic prosperity. It will not prepare for war and economic decline (peak oil). It will not approve the construction of bomb shelters or tightened border security.

Got Shelter?
A few updates worth making ...
1. Safecastle's shelter business consists of custom fabricating steel-plate Storm Shelters, Fallout Shelters, and Safe Rooms. They are all engineered to withstand winds of 330 mph. Our builder has installed something on the order of 500 shelters and saferooms all over the USA in the last 15 years, to include about 100 for FEMA.
2. Our primary business these days is in Nuclear/Biological/Chemical (NBC) Fallout Shelters. In fact, right now, we are busier than we have ever seen the business. You can reach your own conclusions about why that might be. Suffice it to say, we are seeing more and more shelters being built by some knowledgeable, wealthy and/or powerful folks.
3. Our Fallout Shelters are installed underground 99% of the time. (Yes, we can berm up adequate shielding over an above-ground shelter if need be). We can even install below the water table--though we prefer not to. Our shelters are fully double welded and double seal coated to create a structure that is impervious to moisture penetration. The use of magnesium anodes greatly extends the life of the shelters, significantly reducing the natural pace of corrosion on outside surfaces. Simply put, our shelters are dry as a bone inside. (In a few rare instances, there is the possibility of condensation forming on the underside of the hatch if that hatch is exposed to the elements and the sun, and we do have a fix for that.) No sump pump is ever needed due to groundwater penetration. Inside climate and humidity in the shelters is very easily managed with a dehumidifier during warm weather periods.
4. Our shelters are designed by state-certified structural engineers to last 90 years in most environments. We offer a lifetime warranty on workmanship and structural integrity.
5. A comment or two on the use of cylindrical steel culvert for shelters: They are very strong and an excellent basis for DIY sheltering. They are engineered for subterranean forces. But if you are doing it yourself, be careful when cutting and welding in that enclosed environment. Be sure your area is well-ventilated as you work. Also, for commercially available culvert-based shelters, they are normally high-margin products for the seller. In other words, be sure to comparison shop. (Hint, hint). A big obvious point to consider is the amount of usable living space in a cylinder as opposed to a six-sided structure such as what our Safecastle shelters are.
6. We're coming out with a new brochure in the next week or so along with a few new offerings and features, to include a standard-sized, above-ground storm shelter that we can offer on a lease-to-own basis. We also now are offering a drive-in, garage storm shelter for those who want to protect their vehicles. HUNTSVILLE, Ala. (AP) - In an age of al-Qaida, sleeper cells and the threat of nuclear terrorism, Huntsville is dusting off its Cold War manual to create the nation's most ambitious fallout-shelter plan, featuring an abandoned mine big enough for 20,000 people to take cover underground.
Others would hunker down in college dorms, churches, libraries and research halls that planners hope will bring the community's shelter capacity to 300,000, or space for every man, woman and child in Huntsville and the surrounding county.
Emergency planners in Huntsville - an out-of-the-way city best known as the home of NASA's Marshall Space Flight Center - say the idea makes sense because radioactive fallout could be scattered for hundreds of miles if terrorists detonated a nuclear bomb.
"If Huntsville is in the blast zone, there's not much we can do. But if it's just fallout ... shelters would absorb 90 percent of the radiation," said longtime emergency management planner Kirk Paradise, whose Cold War expertise with fallout shelters led local leaders to renew Huntsville's program.
Huntsville's project, developed using $70,000 from a Homeland Security grant, goes against the grain because the United States essentially scrapped its national plan for fallout shelters after the collapse of the Soviet Union. Congress cut off funding and the government published its last list of approved shelters at the end of 1992.
After Sept. 11, Homeland Security created a metropolitan protection program that includes nuclear-attack preparation and mass shelters. But no other city has taken the idea as far as Huntsville has, officials said.
Many cities advise residents to stay at home and seal up a room with plastic and duct tape during a biological, chemical or nuclear attack. Huntsville does too, in certain cases.
Local officials agree the "shelter-in-place" method would be best for a "dirty bomb" that scattered nuclear contamination through conventional explosives. But they say full-fledged shelters would be needed to protect from the fallout of a nuclear bomb.
Program leaders recently briefed members of Congress, including Rep. Charlie Dent, R-Pa., who called the shelter plan an example of the "all-hazards" approach needed for emergency preparedness.
"Al-Qaida, we know, is interested in a nuclear capability. It's our nation's fear that a nuclear weapon could get into terrorists' hands," Dent said.
As fallout shelters go, the Three Caves Quarry just outside downtown offers the kind of protection that would make Dr. Strangelove proud, with space for an arena-size crowd of some 20,000 people.
Last mined in the early '50s, the limestone quarry is dug 300 yards into the side of the mountain, with ceilings as high as 60 feet and 10 acres of floor space covered with jagged rocks. Jet-black in places with a year-round temperature of about 60 degrees, it has a colony of bats living in its highest reaches and baby stalactites hanging from the ceiling.
"It would be a little trying, but it's better than the alternative," said Andy Prewett, a manager with The Land Trust of Huntsville and North Alabama, a nonprofit preservation group that owns the mine and is making it available for free.
In all, the Huntsville-Madison County Emergency Management Agency has identified 105 places that can be used as fallout shelters for about 210,000 people. They are still looking for about 50 more shelters that would hold an additional 100,000 people.
While officials have yet to launch a campaign to inform people of the shelters, a local access TV channel showed a video about the program, which also is explained on a county Web site.
If a bomb went off tomorrow, Paradise said, officials would tell people where to find shelter through emergency alerts on TV and radio stations. "We're pretty much ready to go because we have a list of shelters," he said.
Most of the shelters would offer more comfort than the abandoned mine, such as buildings at the University of Alabama in Huntsville that would house 37,643. A single research hall could hold more than 8,100.
Homeland Security spokeswoman Alexandra Kirin said of Huntsville's wide-ranging plan: "We're not aware of any other cities that are doing that."
Plans call for staying inside for as long as two weeks after a bomb blast, though shelters might be needed for only a few hours in a less dire emergency.
Unlike the fallout shelters set up during the Cold War, the new ones will not be stocked with water, food or other supplies. For survivors of a nuclear attack, it would be strictly "BYOE" - bring your own everything. Just throw down a sleeping bag on the courthouse floor - or move some of the rocks on the mine floor - and make yourself at home.
"We do not guarantee them comfort, just protection," said Paradise, who is coordinating the shelter plans for the local emergency management agency.
Convenience store owner Tandi Prince said she cannot imagine living in the cavern after a bombing.
"That would probably not be very fun," she said.

Newt Notes Looming Doom
Last year, former House Speaker Newt Gingrich was on prime time television with an hour-long program bringing the danger of the bird flu into the hearts and minds of America. His program probably did help reach a good many folks and raise awareness of the still lingering naturally occurring biological threat.
Now, Newt has another cause to embrace and to impart to the unwary ... nuclear holocaust.
You have GOT to read this story on an Israeli site, "Israel Faces Nuclear Holocaust Warns Gingrich." It's not only Israel that is staring down the barrel of the gun, says Newt, but America as well.
"Israel is in the greatest danger it has been in since 1967. Prior to '67, many wondered if Israel would survive. After '67, Israel seemed military dominant, despite the '73 war. I would say we are (now) back to question of survival," Gingrich said.
He added that the United States could "lose two or three cities to nuclear weapons, or more than a million to biological weapons."
Gingrich added that in such a scenario, "freedom as we know it will disappear, and we will become a much grimmer, much more militarized, dictatorial society."
"Three nuclear weapons are a second Holocaust," Gingrich declared, adding: "People are greatly underestimating how dangerous the world is becoming. I'll repeat it, three nuclear weapons are a second Holocaust. Our enemies are quite explicit in their desire to destroy us. They say it publicly? We are sleepwalking through this process as though it's only a problem of communication," Gingrich said.
The article also quotes Newt this way:
"We don't have right language, goals, structure, or operating speed, to defeat our enemies. My hope is that being this candid and direct, I could open a dialogue that will force people to come to grips with how serious this is, how real it is, how much we are threatened. If that fails, at least we will be intellectually prepared for the correct results once we have lost one or more cities," Gingrich added.
He also said "citizens who do not wake up every morning and think about the possible catastrophic civilian casualties are deluding themselves."

Two Israeli air force squadrons are training to blow up an Iranian facility using low-yield nuclear “bunker-busters”, according to several Israeli military sources.
The attack would be the first with nuclear weapons since 1945, when the United States dropped atomic bombs on Hiroshima and Nagasaki. The Israeli weapons would each have a force equivalent to one-fifteenth of the Hiroshima bomb.
Under the plans, conventional laser-guided bombs would open “tunnels” into the targets. “Mini-nukes” would then immediately be fired into a plant at Natanz, exploding deep underground to reduce the risk of radioactive fallout.
“As soon as the green light is given, it will be one mission, one strike and the Iranian nuclear project will be demolished,” said one of the sources.
The plans, disclosed to The Sunday Times last week, have been prompted in part by the Israeli intelligence service Mossad’s assessment that Iran is on the verge of producing enough enriched uranium to make nuclear weapons within two years.
Israeli military commanders believe conventional strikes may no longer be enough to annihilate increasingly well-defended enrichment facilities. Several have been built beneath at least 70ft of concrete and rock. However, the nuclear-tipped bunker-busters would be used only if a conventional attack was ruled out and if the United States declined to intervene, senior sources said.
Israeli and American officials have met several times to consider military action. Military analysts said the disclosure of the plans could be intended to put pressure on Tehran to halt enrichment, cajole America into action or soften up world opinion in advance of an Israeli attack.

I have to agree with the opinion that this is less news and more posturing--leaked for a purpose. That is not to say there is not a plan, nor that the strategy won't come to fruition. Israel is being backed into a corner and Iran is incessantly poking them with a radioactive stick.
This story brings the issue once again front and center in the public mind. It needs to be there and the international community must come up with an effective strategy to head off a burgeoning disaaster in the Middle East that could quickly engulf the world. We're not there yet, but if you stop and take notice, you'll catch a distinct whiff of smoke in the wind.

MIAMI — Frustrated with people and politicians who refuse to listen or learn, National Hurricane Center Director Max Mayfield ends his 34-year government career today in search of a new platform for getting out his unwelcome message: Hurricane Katrina was nothing compared with the big one yet to come.
Mayfield, 58, leaves his high-profile job with the National Weather Service more convinced than ever that U.S. residents of the Southeast are risking unprecedented tragedy by continuing to build vulnerable homes in the tropical storm zone and failing to plan escape routes.
He pointed to southern Florida's 7 million coastal residents. "We're eventually going to get a strong enough storm in a densely populated area to have a major disaster," he said. "I know people don't want to hear this, and I'm generally a very positive person, but we're setting ourselves up for this major disaster."
More than 1,300 deaths across the Gulf Coast were attributed to Hurricane Katrina, the worst human toll from a weather event in the United States since the 1920s. But Mayfield warns that 10 times as many fatalities could occur in what he sees as an inevitable strike by a huge storm during the current highly active hurricane cycle, which is expected to last another 10 to 20 years.
